History:

When the Elfrida Citizens Alliance was formed in March, 2000, the first primary goal was to obtain a Branch Library for Elfrida. The Elfrida Citizens Alliance was approached by the Sulphur Springs Valley Chamber of Commerce who offered the storage building behind the Elfrida Community Center to house the Elfrida Library. Working together to obtain a Community Development Block Grant from the Federal Government the two organizations formed a partnership to utilize the grant funds to build out the storage building for the branch library as well as make improvements to the Elfrida Community Center. With the CDBG funding administered by Cochise County the monies were stretched to cover the build out of the library and remodeling of the restrooms in the community center. The parking area for the library was also chip-sealed.

The Elfrida Citizens Alliance agreed to pay for utilities for the library as well as provide janitorial service. The Sulphur Springs Valley Chamber of Commerce, as the owner of the property, maintains the buildings and grounds for both the Library and Community Center. Thus, the partnership works to benefit everyone in the Elfrida community and surrounding areas.

The Cochise County Library District provided all the interior fixtures including shelving, books, supplies, computers, interlibrary loan, courier service, and training for volunteers who staff the desk and perform the many tasks needed to keep the library operating. The Library District also pays the salary for the part-time Branch Manager.
