CiCo Park was founded under a cooperative agreement between the City of Manhattan, Riley County, and Unified School District 383. Each of these bodies contributed to this regional park and recreation area.

Riley County operates Pottorf Hall, an indoor community center complete with restrooms and a kitchen. The county fairgrounds and arena are nearb, and host to numerous horse shows and one of the select rodeos in the area. The county also provides a public fitness course and a playground, both located in the southeast corner of the park.
