Finding Solutions for Austin's Housing Crisis
Austinites have a range of new housing options that make it easier for families to live where they want for a lifetime, thanks partly to the leadership and advocacy efforts of AARP.

This summer, the Austin City Council passed the Home Options for Middle Income Empowerment (HOME) resolution, which changes zoning regulations to allow for smaller lot sizes, more homes on a single-family lot, and expedited approval of three- and fourplexes.
In July, AARP Texas Volunteer Enedelia Obregón and Sr. Assoc. St. Director of Outreach and Advocacy Jessica Lemann testified to support three items that would increase affordable and diverse housing options in Austin. These options include increasing missing middle and middle-income housing options so that older Austinites can age in their community with their children and grandchildren.
AARP Texas supports Home Options for Middle-income Empowerment (HOME) resolution, which Council Member Leslie Pool brought forward because it allows residents 50-plus to age in place. In 2021, an AARP Home and Community Preferences Survey of adults age 18 or older showed most Americans, including the 50-plus, prefer to live in walkable neighborhoods that offer a mix of housing and transportation options — and are close to jobs, schools, shopping, entertainment, and green spaces. AARP believes that "Middle Housing" developments can meet these needs.
The population of older Austinites continues to grow, so it's important to create various housing options. Older homeowners who want to sell their homes and move into a more affordable, compact, and accessible home nearby routinely realize it doesn't exist.
With people living longer, more and more older adults will increasingly depend on family caregivers. Missing Middle Housing and housing for middle-income earners can ensure their family members can also afford to live in Austin.
AARP Texas believes that the HOME Resolution's adjustment to zoning laws is essential to making Missing Middle housing a reality in Austin. These changes will make Austin more inclusive, vibrant, and equitable.
