AARP AZ Comments to ACC on Possible Modifications to Rule Making

On November 26th, AARP Arizona submitted comments to the Arizona Corporation Commission asking them to delay a vote on their Proposed Policy Statement which would allow utilities in Arizona to move from a historical test year model for ratemaking to a formula rate model.

A formula rate typically allows for annual increases in customer rates without requiring a ratemaking hearing. AARP Arizona believes that the Proposed Policy Statement fails to adequately ensure that customers are protected from burdensome rates. What’s more, AARP Arizona believes that this Proposed Policy Statement (which was only made public on November 20th) has been rushed, without good reason, for a vote.

AARP Arizona would like to see the Arizona Corporation Commission open a formal rulemaking docket to allow experts and consumers to weigh in on what will be a significant change to the way utility rates are set in Arizona.
