Undercover Hong Kong police agent Cheung, operating in Kang's drug cartel, is injured while Superintendent Au leads a raid on the syndicate. Cheung and Kang seek refuge in a remote opium-growing village with Cheung's recovery aided by a local girl named Noon. Meanwhile, Kang allies with militia leader Dai to rebuild his empire. When Cheung reconnects with Au, they plan to bring him back, leading to a shootout between law enforcers and the cartel. Cheung learns of the impending crackdown on Dai but refuses to leave Noon behind, returning with Au. Betrayal looms as Dai receives a tip-off about Cheung.
